Just add 1300 ml of water, and first, start cooking Black Grouper Bones and Skins portion.  After 5 min, you can add vegitables and tofu, etc as well as the meat portion of the Black Grouper.  The Black Grouper Bones/Meat/Skin Mix is sold separately.
